The project partners will elaborate a plan for setting up the network by considering organisational and governance aspects, resource and infrastructure aspects, activities to be realised as well as roles and responsibilities within the network. Qualitative and quantitative performance metrics will be defined and included as well. Additionally instruments and mechanisms will be defined to grow the networks during the project time and beyond, e.g conditions and ways for new partners to join the network as well as means to ensure the sustainability of the network beyond the funding period.
